Exciting news out of Philly! Cheryl Hill has been named the new executive director of Philly’s Office of Homeless Services, Mayor Cherelle Parker announced Monday evening.
Hill, who previously served as the senior vice president of supportive housing operations at nonprofit Project HOME, will take over for interim Executive Director David Holloman, who will return to his role as chief of staff. The Office of Homeless Services plays a crucial role in funding over 70 housing and service providers, offering prevention and diversion assistance, and providing emergency housing for those at risk of homelessness.

“I am thrilled to be stepping into this role during such a critical time for our city,” Hill said in a statement. “I look forward to working with David Holloman, our partners, and the community to develop innovative and compassionate strategies to address homelessness and make a positive impact on all Philadelphians.”
As the new executive director, Hill will focus on streamlining operations at the Office of Homeless Services, a necessary step for an office that has recently faced scrutiny. A report from the city’s inspector general revealed an overspending of $15 million and signing housing contracts beyond its financial means.
Mayor Parker and her administration have also faced criticism for clearing out homeless encampments without sufficient warning for the residents. This move will be a significant focus for Hill in her new position.
Prior to her role at Project HOME, Hill managed a $20 million budget and led 200 staff members. Her experience includes working as a vice president of property and asset management, as well as a director of compliance for the Atlanta Housing Authority. She has a proven track record of developing programs to assist individuals and families in need.
“Cheryl’s extensive experience in managing programs that provide housing and support to those in need will be a valuable asset to the City of Philadelphia,” said Mayor Parker. “Her leadership will drive the Office of Homeless Services towards improved and fiscally responsible service delivery to our city’s most marginalized population.”
