A recent data breach in the City of Philadelphia has potentially exposed sensitive personal information of more than 35,000 individuals. The breach, which occurred between May and July 2023, targeted the city’s email system, raising concerns about the security of personal data.
Individuals who may have been affected by the breach have been notified by the city. While there is no evidence of identity theft or fraud resulting from the cyber intrusion, an ‘unauthorized actor’ may have had access to certain information, including full names, addresses, dates of birth, Social Security numbers, and health-related data.

The City of Philadelphia has taken immediate steps to enhance the security of its systems and email environment in response to the breach. A filing submitted to Maine’s attorney general revealed that 35,881 people, including 15 Maine residents, were impacted by the breach, which was detected on July 28, 2023, following its occurrence on May 24, 2023. Notices were mailed to affected residents starting July 8.
The city has set up an assistance line at 1-866-898-0867 for individuals with questions regarding the breach. Alternatively, inquiries can be sent via email to HIPAAPrivacy@phila.gov during weekdays from 9 a.m. to 6:30 p.m.
